Its signature offering, 9D Breathwork, is delivered to individuals and corporate groups as an immersive experience in focus, resilience, and recovery.

A certified 9D Breathwork Facilitator and master-level coach, Edwin brings 25+ years of leadership across healthcare, corporate, nonprofit, and community sectors, and also serves as Chief Development and Communications Officer for Radiant Health Centers.

Stephanie Garcia is the owner of G-West Express LLC, a trucking and logistics company, and a California state civil servant with the Office of the Small Business Advocate (CalOSBA), where she supports small businesses and entrepreneurs across the state. Her career has focused on advancing small business growth, workforce development, and economic opportunity by connecting communities to resources, programs, and strategic partnerships.

As an entrepreneur, public servant, and mother of two young daughters, Stephanie brings both professional expertise and firsthand small business experience to her commitment to strengthening communities. She is passionate about creating economic opportunities and pathways for the next generation of business and community leaders.

Director of Golf, Los Serranos Country Club & Advocate, PGA HOPE Southern California

Antonio "Coach Tony" Chavez, PGA, is the Director of Golf at Los Serranos Country Club and a dedicated advocate for veterans through PGA HOPE Southern California. In partnership with the SCPGA Foundation and PGA REACH, Tony is committed to developing future leaders and using the game to serve others. His work reflects his belief that golf's greatest impact is measured not only in scores, but in the lives and communities it strengthens.

Cecelia Brown

Women in Business Excellence

Cecelia Brown

President, BBHA Insurance Services

Cecelia Brown is the President of BBHA Insurance Services and a longtime Medicare insurance leader who began her career in 1983, selling California's first Medicare Advantage-type plan statewide. Her deep expertise in Medicare products and marketing led her to open one of California's early Medicare brokerages in 1997, enrolling over 30,000 members in three years, before consulting for Medicare Advantage start-ups nationwide and serving as a plan Vice President.

In 2012, she founded BBHA with support from Applied General Agency (AGA) and longtime colleague Patrick Rodriguez, and she continues to mentor the next generation of agents, including one of her daughters who is positioned to lead the agency forward. Based in Fallbrook, California, Cecelia is a mother of three who enjoys wine country visits, art classes, and time with her grandchildren.

Ahmad R. Holmes is President and CEO of the California African American Chamber of Commerce, where he leads statewide efforts to advance economic opportunity, strengthen Black-owned businesses, and elevate diverse voices in public policy and corporate engagement. He brings more than 20 years of corporate sales, operations, and leadership experience to his role.

A committed community leader and youth advocate, Ahmad also serves as President of the Redondo Beach Youth Basketball League, JV Head Coach and Varsity Assistant Coach at Da Vinci Schools, and Co-Founder and Head Coach of Beach Elite Club Basketball, mentoring young athletes through discipline, teamwork, and personal development.

Elvira Zamora is the founder of the Chicano Elegance Foundation and CEO of Thrifs.com. Rooted in a family legacy that began in her father's tailor shop in the San Fernando Valley, Elvira has built a career at the intersection of culture, craft, and business. Through the Chicano Elegance Foundation, she is reshaping the narrative around luxury, wealth, and beauty for Chicano and Latine communities, creating spaces for education, cultural pride, and small business support.

As CEO of Thrifs.com, she leads a sustainable upcycled fashion and accessory brand that turns craftsmanship and reinvention into a statement of style. Elvira leads both ventures with a simple standard: full ownership of the outcome, good or bad.

Director, Strategic Partnerships — Levanta Tu Voz (WSPA Initiative)

Argelia León is a prominent public affairs strategist and the Senior Director of Government and External Affairs for the Western States Petroleum Association (WSPA). In this role, she oversees strategic advocacy for the trade association representing major companies that produce, refine, and transport petroleum across California, Arizona, Nevada, Oregon, and Washington.

As the architect of the award-winning Levanta Tu Voz platform, León possesses a rare and versatile skill set that combines legislative advocacy and multi-state coalition building with professional media experience in both English and Spanish. Recognized as a "Rising Star Minerva Empresaria" by the California Hispanic Chambers of Commerce, she is a strategic negotiator who bridges complex industry policy with grassroots economic reality to ensure the West's energy future remains reliable and accessible.

Dr. Laura "Tully" Tully

Dr. Laura "Tully" Tully

VP Partnerships, Soluna

Dr. Tully is a Harvard-trained clinical psychologist and Vice President of Partnerships & Integrations at Kooth Digital Health. They lead the statewide rollout of Soluna, providing free digital mental health support to Californians ages 13–25, and work to embed it sustainably within education, healthcare, and community systems.

Over 17 years, Dr. Tully has designed and deployed digital health tools, directed large-scale training programs, and influenced state policy in behavioral health. Their leadership spans academia, startups, and healthcare systems, bridging clinical governance, digital innovation, and population health strategies to expand access to care.

Radiant Health Centers is Orange County's largest provider of inclusive health and social services, recognized for advancing healthcare equity by eliminating stigma and reducing health disparities. Mark Gonzales, Radiant's CEO, accepts the award on the organization's behalf and leads its strategy, operations, and growth to expand access to patient-centered care through an LGBTQ+ medical clinic, counseling (English/Spanish), and comprehensive social services for people living with HIV, including case management and support programs.

With 25+ years of leadership experience, Mark is known for aligning mission, culture, and operations to build high-performing teams and deliver sustainable results. He also brings deep governance perspective, having served more than 15 years on Radiant's Board of Directors, including as Board President.
